scope:

Purpose. a. To provide comprehensive alcohol and other drug abuse prevention and control policy and procedure for all Navy Military personnel, and to establish regulations to enforce that policy.

b. To assign responsibilities for a unified Navy Alcohol and other Drug Abuse Program in compliance with reference (a). This instruction is a complete revision and should be read in its entirety.

Applicability. The provisions of this instruction apply to all active duty and Naval Reserve members, enlisted and officers. This instruction applies to military personnel individually and shall have the effect of a lawful general order without further implementation. Violation of this instruction subjects military members to disciplinary action under the Uniform Code of Military Justice (UCMJ) and may lead to administrative separation per reference (a).
