Purpose. This ACMP establishes requirements and procedures for configuration control and is applicable to the acquisition and modification of configuration items (CIs) procured for multinational joint projects. This ACMP also establishes requirements, formats, and procedures for the preparation of configuration control documentation.

This ACMP includes requirements for:

a. preparing and submitting Engineering Change Proposals (ECPs),

Requests for Deviations (RFDs), Requests for Waivers (RFWs), Notices of Revision (NORs) and Specification Change Notices (SCNs);

b. submitting the technical, financial, and logistic supporting information necessary to define the impact of ECPs, RFDs and RFWs;

c. ensuring that the necessary contractual and financial authorization are received before approved departures from the configuration documentation specified in the contract are implemented;

d. maintaining configuration control of CIs, both hardware CIs

(HWCIs) and computer software CIs (CSCIs); and

e. ensuring the implementation of approved changes.

Applicability

The contractor shall apply internal configuration control measures to

the configuration documentation of each CI, prior to the time that each CI is baselined by the PM. The contractor shall apply configuration control measures to each baselined CI and its configuration documentation in accordance with this ACMP. Contracts which invoke this ACMP shall require the contractor to propose (for approval by the PM)

configuration documentation which will establish applicable baselines.

This ACMP shall be used by contractors to:

a. establish and maintain effective control of the approved

configuration;

b. propose engineering changes to CIs which are developed,

designed or modified for multinational joint projects;

c. request deviations or waivers;

d. prepare NORs and SCNs; and

e. ensure implementation of approved changes.

This AMCP may be applied in its entirety whenever the PM originates or

has control of the configuration documentation specified in the contract. It may also be applied whenever an item's Product Baseline, that is not controlled by the PM (i.e. commercial off the shelf item), has been established, agreed to between the contractor and the PM, and incorporated in the contract.

Contractors shall not depart from the configuration documentation specified in a contract unless specifically authorized in accordance with this ACMP.

Contractual adjustments concerning increase or decrease of costs or change of delivery date, resulting from the application of these procedures shall be processed by an amendment to the contract (e.g. Contract Change Proposal).

Application guidance. This ACMP is applicable only to the extent specified in the contract Statement of Work.
