The Higher Layer Protocol Data Unit field in the R-Data Unit information element is used to carry the Charge Indication Teleservice (CIT) messages when the Higher Layer Protocol Identifier indicates Charge Indication Teleservice.
It should be noted that network support for CIT operation is beyond the scope of this document.
