While this instruction does not apply to the Naval Inventory Control Point - Philadelphia (NAVICP-P), it does apply to the remainder of the Naval Aviation Systems Team (TEAM) including the Naval Air System Command Headquarters (NAVAIRHQ), Naval Air Warfare Centers (NAVAIRWARCENs), Naval Aviation Depots (NAVAVNDEPOTs), site activities, and those activities receiving TEAM support under operating agreements, such as the naval aviation Program Executive Officers (PEOs). Concurrence has been obtained for approval of this instruction.

Purpose. To establish and provide procedures for submittal and processing of unsolicited proposals.
