scope:
Purpose. To promulgate a change to the basic instruction which incorporates accountability for planning yard responsibilities into the expressed policy of COMNAVSEA for performance of depot level naval ship availabilities. A summary of the change includes:
a. Adds the following phrase to enclosure (1) paragraph 1 after ...every available resources to "complete advance planning in accordance with established milestones," control growth ... etc.
b. Adds the following sentences to enclosure (1) paragraph 2b: Field Commanders that have planning yard (Design Agent) responsibilities are in charge of ensuring that their planning yard task supports the overhaul activity. This function is applicable for execution for a ship within the planning yard or accomplished for another shipyard. The products must be timely in accordance with the time frames required by the NAVSEA DSA Manual.
c. Changes the second sentence of paragraph 3.b of enclosure (1) to read as follows: Subjects include Analysis of Overhaul Characteristics, Adequacy of Resources and Facilities, Work loading, Design Considerations, Pre-Overhaul Agreements, and Adequacy of Planning Yard Resources.
d. Adds the following sub paragraph (6) to 3.b of enclosure (1): (6) Adequacy of Planning Yard Resources. Analysis of the planning yard (Design Agent) workload and waterfront workload will be made to determine training and manpower requirements to accomplish planning yard assignments within the time frames required to support overhaul activities.
