The specification covers a pneumatic tired, diesel-engine-driven
The tractors shall be of the following types as specified (see 6.2):
Type I - Small emplacement excavator (SEE). Tractor equipped with front loader attachment, rear backhoe attachment and the following hydraulic auxiliary tools: hammer, percussive; hammer rotary percussive and chain saw. Type II - High mobility materials handler (HMMH). Tractor equipped with front forklift attachment, rear crane attachment and the following hydraulic auxiliary tool: impact wrench.

Both tractors must be capable of operating on and off road and must be capable of withstanding the strain, vibrations and other detrimental conditions incident to off road travel and operation of the functional attachments and auxiliary tools.
Certain provisions of this specification (see 3.4.6.1 and 3.4.6.2) are the subject of international standardization agreement (STANAG 4250). When amendment, revision, or cancellation of this specification is proposed that will modify the international agreement concerned, the preparing activity will take appropriate action through international standardization channels, including departmental standardization offices, to change the agreement or make appropriate accommodations.
