This standard specifies GPRS-136 mobile-station functions related to mobility management. Familiarity with the following concepts will aid understanding of this document:
• GMM (General Packet Radio Service Mobility Management) as specified in GSM 04.08 [3].
• DCCH (Digital Control Channel) layer 3 as specified in TIA/EIA-136-123 [6].
• Network message-sequence diagrams as presented in TIA/EIA-136-932 [10].
Note the following conventions:
• Unless otherwise specified, all lengths are in bits.
