scope:

This National Standard will be prepared in order to provide technical requirements and operational procedures for the activities of inventory, control, use, handling, , decontamination and disposal of systems, apparata and containers with insulating liquids containing PCBs, implementing the European Directive 96/59/EC - The Standard is addressed particularly to the handling of insulating liquids and will be developed in accordance with the following inspiring principles: a) Reduction of risks for workers, public health and environment, deriving from malfunctions or failures of apparata that can originate fires or losses of dangerous and persistent products, b) Implementation of the "state of the art", "best techniques" and safety methodologies available, privileging the criteria of proximity, self-sufficiency and functional recovery, c) Technical and economic feasibility of the activitiessuggested or enforced by current regulations, within the established time limits
