These regulations are issued under the authority of DoD Directive 3210.6, "Defense Grant and Agreement Regulatory System," February 27, 1995. They contain Department-wide policies and procedures for the award and administration of DoD grants and agreements.
The requirements of DoD Instruction 3210.5, "Governmentwide Debarment and Suspension (Nonprocurement) and Governmentwide Requirements for Drug-Free Workplace (Grants)," are in part 25 of these regulations. The Instruction is hereby canceled.
The regulations are effective immediately. They are for the use of all DoD Components that award or administer grants and agreements.
