scope:

This directive applies to all unsolicited proposals received at the Center from any source (i.e., educational institutions, commercial entities, individuals, Government agencies, etc.) and extends to all personnel associated in any way with an unsolicited proposal, whether intended to become a grant, a contract, a cooperative agreement, or a continuation or extension of a contract, grant, or cooperative agreement.

PURPOSE. To establish responsibilities and procedures to ensure timely management and control of all unsolicited proposals received at the Center.
