FOREWORD

1992 is upon us and with it a time of change. We have been aware for some time of the effect of the European dimension on our work, but few of us could have predicted the major change in East/West relations and its impact on Defence Strategy. NATO has had to take a new look at its role and the capabilities it needs. It has come up with the concept of flexible, quick reaction, multinational Forces. This increases the importance of Standardization but means the opportunities are fewer and more difficult to achieve.
