GENERAL

This chapter combines into one unit information available in a variety of sources concerning the merit staffing process for the Senior Executive Service (SES) and related information. It is intended to provide both an overview of the merit staffing requirements in the Civil Service Reform Act of 1978 (reference (a)), FPM Bulletin 920-25 (reference (b)), and various office of personnel Management issuances, as well as a description of practices and procedures related to the hiring and placement of executive personnel.
