scope:
The Present recommendations apply only to newly manufactured induction type var-hour meters for the measurement of reactive energy of frequency between 40 and 60 Hz (c/s), of an accuracy class of 3.0 for ordinary usage and to their type test.
They do not apply to special types of var-hour meters except multi-rate meters.
They do not apply to instrument transformers, even when used in conjunction with the meters covered by these recommendations.
