scope:
This instruction applies to all commercial purchase card transactions and services at the Naval Air Systems Command (NAVAIR) this includes NAVAIR Headquarters (NAVAIRHQ), the Naval Air Warfare Centers (NAVAIRWARCENs), the Naval Air Depots (NAVAIRDEPOTS), and its Repair Activities, and also the naval aviation Program Executive Officers (PEOs).
Purpose. To provide guidance on policies and procedures for use of the Government Purchase Card Program as a procurement method for obtaining supplies and services up to $2,500 and construction purchases up to $2,000; for training requirements using the DD1556, (Aug 2002), Request Authorization, Agreement, Certification Training and Reimbursement, and valued at $25,000 and below; and for use of the card as a method of payment under some other contractual vehicle in accordance with reference (a).
