APPLICABILITY AND SCOPE
This Directive applies to the Office of the Secretary of Defense (OSD), the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities in the Department of Defense (hereafter referred to collectively as the "DoD Components").
Nothing herein shall be interpreted to subsume or replace the responsibilities, functions, or authorities of the OSD Principal Staff Assistants, the Secretaries of the Military Departments, the Chairman of the Joint Chiefs of Staff, the Commanders of the Combatant Commands, or the Heads of Defense Agencies or the DoD Field Activities, prescribed by law or Department of Defense guidance.
PURPOSE
This Directive reissues reference (a), updates policy, and assigns responsibilities for the Defense Critical Infrastructure Program (DCIP), incorporating guidance from the President in reference (b) to function as the Sector-Specific Agency for the Defense Industrial Base (DIB) with the following responsibilities:
Collaborate with all relevant Federal departments and agencies, State and local governments, and the private sector, including with key persons and entities in their infrastructure sector.
Conduct or facilitate vulnerability assessments of the sector.
Encourage risk management strategies to protect against and mitigate the effects of attacks against critical infrastructure and key resources.
This Directive cancels reference (c) and supersedes reference (d) and the Deputy Secretary of Defense memorandum dated September 3, 2003 (reference (e)).
