scope:

This instruction applies to NAVAIR and the Naval Aviation Program Executive Officers (PEOs) Acquisition Professional Community (APC).

PURPOSE. a. To establish the Naval Air Systems Command's (NAVAIR's) process for selecting the best qualified military and civilian personnel to senior critical acquisition positions (CAPs) for nomination as:

(1) program managers (PMs) of major acquisition programs (acquisition category I (ACAT I)),

(2) PMs of significant non-major acquisition programs (ACAT II),

(3) deputy program executive officers (DPEOs)

(4) deputy program managers (DPMs) (ACAT I and II programs),

(5) managers of certain significant non-ACAT I or II acquisition programs, and

(6) commanding officers or commanders of acquisition shore activities performing significant acquisition missions.

b. To assign responsibilities for the execution of the Acquisition Workforce Program (AWP) major assignment selection process within NAVAIR.
