scope:

This instruction applies to the (1) leasing of real property in the United States and its territories and possessions, except industrial reserve real property; (2) leasing of real property in foreign countries, and (3) acquisitions of general purpose space, except Departmental space in the Metropolitan Area of Washington, D. C., (a) by assignment from the General Services Administration in buildings under its control; and (b) by leasing by the General Services Administration. It does not apply to the determination of requirements in buildings proposed for construction by the General Services Administration under lease-purchase arrangements. It does apply to an agreement for use of real property in foreign countries acquired by or through the State Department or through the agency of a foreign government pursuant to treaties, Executive Agreements, and diplomatic arrangements.
