The Ships' 3-M System applies to all ships, service craft, small boats, and nonaviation Fleet test and support equipment. This includes, but is not limited to, Navy Meteorological Equipment, equipment of the Naval Air Traffic Control, Air Navigation and Landing Systems (NAALS), Aircraft Launch and Recovery Equipment (ALRE), Commander Naval Reserve Force, and Chief of Naval Education and Training activities.
Equipment used ashore which is identical to shipboard installed equipment with Ships' 3-M PMS support, will be maintained using existing PMS coverage. Shore activities should not create competing PMS documentation. Participation in the Ships' 3-M System will be at the request of the shore activity's senior command. For newly installed shipboard equipment, the Ships' 3-M System will develop the applicable PMS coverage. Should PMS coverage be required for shore based equipment without a shipboard installation, the participating shore activities will provide funding.
The Ships' 3-M System does not apply to nuclear propulsion plants and associated test equipment under the cognizance of Commander, Naval Sea Systems Command (COMNAVSEASYSCOM) (SEA 08), fleet ballistic missile systems, or aeronautical support equipment covered in the Naval Aviation Maintenance Program. Also excluded are civilian operated and maintained ships, small boats, and service craft, unless specifically included as a requirement in a Base Operating Contract (BOC) or other similar document. Civilian contracts may include 3-M support if applicable. However, any provision of Ships' 3-M services to any civilian or contract entity must have the prior approval of CNO.
Directives issued by the Nuclear Propulsion Directorate (COMNAVSEASYSCOM (SEA 08)) and the Director, Strategic Systems Programs (DIRSSP) take precedence over the procedures of the 3-M System for the maintenance of equipment under their cognizance. This does not exclude the use of various portions of the 3-M System as management aids for maintaining these equipments. No information concerning nuclear propulsion plants or strategic weapons will be forwarded to the Naval Sea Logistics Center (NAVSEALOGCEN) as a part of 3-M upline reporting without the specific prior approval of COMNAVSEASYSCOM (SEA 08) or DIRSSP.
