scope:
PURPOSE. a. This regulation prescribes the Army Transportation Infrastructure and Dams administrative policies, procedures, and responsibilities for the Director of Public Works (DPW) to plan, program, and perform maintenance, repair, minor construction, quality assurance, and control of the following:
(1) Paved roads
(2) Airfields
(3) Other surfaced areas
(4) Culverts and other appurtenances
(5) Railroad tracks
(6) Bridges
(7) Dams
b. The Army transportation infrastructure systems and dams policies are intended to provide safe, reliable, effective transportation systems and dams and ensure that maintenance and repair (M&R) work is completed in an efficient and cost effective manner.
This regulation applies to the Active Army and the U.S. Army Reserve. In areas outside the continental United States, it applies to other Federal departments and agencies that are tenants on an Army installation regardless of Service. This includes foreign official organization under joint use agreements, and any governmental or private organization licensed to operate within an Army installation. It does not apply to the Army National Guard, national cemeteries, Corps of Engineers civil works functions, and where the Army is a tenant of another Government agency.
