(a) This Standard presents background information which provides minimum phytosanitary requirements for wood and wood-based products used in the manufacture of pallets. These requirements were agreed to and established by the IPPC in 1990. This Standard, in conjunction with (proposed) Uniform Product Standard for Wood Pallets, ASME MH1.8M. describes wood pallets, wood materials used in manufacturing pallets, and the types, grades, styles, and sizes applicable to pallets which are:

(1) destined for export; and

(2) used in exporting unitized stores and items.

(b) General pallet testing procedures are not included since those testing procedures described in ASME Standard MH1.4.1M-1989 apply; however. specific export-oriented test procedures are described herein.

(c) This Standard does not address safety problems, if any, associated with its use. The user shall bear full responsibility to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use of the Standard.
