scope:
The aim of this agreement is to standardise the regulations, procedures and forms applying to NATO forces when crossing frontiers between NATO countries by surface routes, for the transportation of military equipment and personnel.
It applies to all movements and transportation (peacetime / wartime) carried out by road, rail and inland waterway.
