This instruction is applicable to all LBTS activities used for multi-site combat system or Command, Control, Communications, Computers and Intelligence (C4I) testing and the Distributed Engineering Plant (DEP). Enclosure (1) lists the LBTS activities subject to the multi-site scheduling process identified in this document.

Purpose. To establish policy and assign responsibilities for coordinating the use of Land Based Test Site (LBTS) assets. This instruction permits more effective coordination of site plans and schedules.
