Purpose. This regulation defines Department of the Army policy concerning the composition, mission, requirements, and operation of the Civilian Aides to the Secretary of the Army Program. It also outlines the procedures for the selection and appointment of civilian aides to the Secretary of the Army and provides for separation of incumbent civilian aides from the program.

Applicability. This regulation applies to the Active Army, the Army National Guard of the United States/Army National Guard, and the U.S. Army Reserve.
