This instruction applies to all eligible civilian employees as defined below of the Naval Air Systems Command (NAVAIR) and the Program Executive Offices (PEOs) with the exception of Senior Executive Service (SES) employees. In the event of a conflict between a negotiated agreement and this instruction, the provision(s) of the agreement will prevail. Eligible employees include:

a. temporary employees serving on appointments leading to conversion to term or permanent appointments;

b. term employees with at least 3 years left on their appointments;

c. permanent employees; and

d. employees serving as excepted appointments with conversion to term, career or cheer conditional appointments (including, but not limited to, career intern presidential management intern appointments).

Purpose. To establish policies and procedures for implementing the Student Loan Repayment Program following the provisions of references (a) through (d).
