scope:
Purpose. The purpose of this Standard is to establish overall system parameters, minimum electrical performance, and end-to-end requirements for communications traversing the long haul Defense Communications System (DCS) and tactical military commutation systems. Experience has shown that communication circuits with a grade of service sufficient for highly maneuverable tactical forces to support their own military operations do not always provide satisfactory user-to-user service when connected to circuits of the long haul DCS. Therefore, this Standard established certain requirements for and restrictions on those tactical circuits which have to interconnect with the long haul DCS.
