This instruction is applicable to all Navy and Marine Corps activities engaged in packaging, handling, and shipment of A&E, and other articles containing energetic components, and to contractors shipping such material in the Defense Transportation System for the Navy and the Marine Corps. This instruction was coordinated with the Commandant of the Marine Corps and Marine Corps Systems Command (PM-AM).

Purpose. To promulgate procedures for reporting Ammunition and Explosives (A&E) transportation related discrepancies affecting safety and security in-transit within the Department of the Navy (DON).
