scope:
Purpose. This pamphlet provides U.S. Army Corps of Engineers (USACE) personnel and their contractors with general guidance on the process to be used to develop, implement, and maintain institutional controls on Ordnance and Explosives (OE) project sites.
Applicability. This pamphlet applies to all Headquarters, USACE (HQUSACE) elements and all USAGE commands having responsibility for performing OE response activities.
