PURPOSE. This order guides Aircraft Certification Offices (ACOs) in helping U.S. Technical Standard Order Authorization (TSOA) holders to obtain Joint Technical Standard Order (JTSO) Authorization from a Joint Aviation Auhtorities (JAA) member, from now on referred to as National Aviation Auhtority (NAA).
