scope:

Purpose. To issue policy and assign responsibility for management of MHE and SMSE in Navy.

Applicability. The provisions of this instruction apply to:

a. Navy commands and shore (field) activities;

b. Ships and afloat commands;

c. Fleet Commanders having headquarters and support activities ashore;

d. Combatant commands whose headquarters receive Navy support;

e. Naval Construction Forces and other Navy Expeditionary Units ashore;

f. Military Sealift Command; and

g. Equipment held in War Reserve Stock intended for advance base use or training purposes.
