Purpose. To provide local activities with a program for fiscal oversight and review of nonappropriated fund (NAF) disbursements by any Morale, Welfare and Recreation (MWR) Nonappropriated Fund Instrumentality (NAFI) for MWR projects not wholly administered by the Naval Facilities Engineering Command (NAVFACENGCOM), Engineering Field Division (EFD), Engineering Field Detachment/Activity, area Public Works Office (PWO) or authorized agent, which are accomplished using local in-house work forces, Naval Construction Forces (NCF) or a combination thereof.
