scope:

Purpose. This instruction implements the Naval Reserve Congressional/Legislative Awareness Program, and provides basic guidance and procedures for Naval Reserve personnel who interact with members of Congress and their staffs. The primary purpose of the program is to ensure continued Congressional support of Navy and Naval reserve programs by building and strengthening our relationship with Congress and to raise awareness of our Sailors' and Naval Reserve contributions; preferably through communication that stimulates interaction with district Congressional staffs.
