Purpose.

The purpose of this Circular is to provide revised procedures for the conduct of Corps water resources planning and the preparation of feasibility level (decision) reports that require authorization by the United States Congress and those that are approved under delegated authority.

Applicability.

This Circular applies to all HQUSACE elements, laboratories, major subordinate commands and district commands having Civil Works responsibilities. It is applicable to all Corps of Engineers Civil Works decision documents. Further information incorporating these concepts into the Continuing Authorities Program (CAP) will be in the CAP guidance.
