This handbook is to be used by the Government components in applying the PCP to "contracts for major weapon systems, end-items of equipment where logistics support is required, and in which acquisition managers foresee appreciable life cycle cost savings" (Ref.1). It will be used to identify the various conditions and elements that should be considered for tailoring and applying MIL-STD-965 (Ref. 2) requirements to specific acquisitions. Contract categories, established in MIL-STD-965 and in Table 1-I below, will be used to assist in determining to what extent PCP requirements should be contractually invoked. Also this handbook is to assist in the accomplishment of the major objectives of the PCP and in the establishment of methods, such as reviews, audits, and reports, that may be used to assure conformity with the contractual PCP requirements. Though specifically structured for program managers, standardization, and component engineers; this handbook will assist personnel involved in procurement, standardization, and logistics to understand the philosophy and purpose of parts control.
