scope:

This Instruction establishes Centerwide policy and procedures for reimbursable services or products provided by NASA/GSFC. Individual Directorates will establish internal procedures and organizational responsibilities as required to ensure compliance with this Instruction.

This GMI is applicable to all GSFC organizations that may be requested to provide services or products to other Government agencies, private corporations, universities, individuals, or foreign Governments on a reimbursable basis. The office which has been requested to provide services is responsible for obtaining Center approval from the appropriate approval level (appendix A) before work is commenced. Agreements made under the Intergovernmental Personnel Act are excluded from coverage by this Instruction.
