This document covers new, commercially produced, four wheeled, two wheel driven (4×2) passenger automobiles, which are completely equipped for operation, and subject to the statutory price limitations. Automobiles procured under this Standard shall be warranted by the contractor as specified in section 3.5.
This standard is intended to be used for the competitive procurement of new administrative and police-type vehicles. The additional systems and equipment specified comply with Public Law 91-423, dated September 26, 1970. Procurement shall be in accordance with the Federal Property Management Regulations (FPMR) and the Federal Acquisition Regulations (FAR) (see NOTES, 6.1).
The purpose of this document is to achieve a practical degree of standardization within the Federal Government automobile fleet. This standard establishes a classification for the various sizes of automobiles, general requirements, and equipment.
The automobiles covered by this standard are listed by tables.
TABLES AUTOMOBILES/PASSENGE
This Federal Standard does not include all varieties of the commodity, as indicated by the title, which are commercially available, but is intended to cover only those generally acquired competitively by the Federal Government.
Automobiles shall be classified (divided) into "Classes" in accordance with the parameters of the tables and Chart A MPG requirements (see page 2). Unless otherwise specified, automobiles which do not attain the miles per gallon (MPG) fuel characteristics established in Chart A shall not be offered or furnished. Automobile(s) identified as "law enforcement" and those being purchased for export are exempt from the minimum "MPG" fuel characteristic requirements.
The standard item(s) and the coded additional systems and equipment, shall comply with the minimum requirements specified in the tables and in the applicable detailed requirements. The additional systems and equipment (options) specified and those listed after each table are additional components, systems, devices, markings, and services, to be provided and installed, when specified by the purchaser, to meet agency needs (see Section 6: Notes). Other special equipment items may be further described in authoritative documents. An "Option" cited in the standard or in the procurement document is a "Requirement" to be provided under the contract.
The basic commercial passenger automobiles completely equipped for ordinary operation subject to statutory price limitations are determined by the General Services Administration, pursuant to Public Law 91-423, to be:
a. Classes I, II, III, and IV, cited as item numbers 8, 9, 10, 11, 13, 14, and 16 in the tables of this standard, and; IMPORTANT NOTICE: Dealer delivery is the nominal method of delivery in this standard. If direct (consignee) delivery is required. Code CNS must be cited. CHART A 1996 Classification & MPG Requirement (see 1.6.1)

b. Police-type vehicle Class I, II, III, and IV, cited as item numbers 17, 17a, 8, 9,10, 11, 13, 14 and 16 in the tables of this standard, as basically produced by vehicle manufacturer, and equipped with police-type Component package 3.2.1 or high speed component package 3.2.10, and;
c. Special heavy-duty vehicle Class III and IV, cited as item numbers 10,11, and 16 in the tables of this standard, equipped with heavy-duty handling/towing components, six or eight cylinder engine with the highest power available for the model offered; power steering; power brakes; cooling system heavy-duty, highest capacity available; engine and transmission oil coolers when available; left and right outside mirrors, remote control type; and split front or bucket seats, power controlled on driver's side.
Any equipment and components added by tables, options, and by specification in a solicitation and any equipment categorized by the manufacturer for these vehicle classes in addition to that specified for a, b, c, and d above, shall be construed to be "additional systems and equipment" within the meaning of Public Law 91-423.
Federal Agencies, to the extent economically feasible, use the metric system of measurement in procurements and other business related activities. Specifications and standards will be developed in metric when metric is the accepted industry system. In this document, metric is used with the exception of items covered by Federal Regulations (miles per gallon ratings, volume index), items built to inch measurements for interchangeability (wheel diameters, spotlight diameters).
