scope:

The provisions of this instruction apply to all NAVLEAD sites, Recruit Training Command, NAVLEAD Instructor School, and other training activities including NAVLEAD training in their program. Chief of Naval Education and Training (CNET) is the Curriculum Control Authority (CCA) for all NAVLEAD matters. NAVLEAD instructors previously qualified are not required to requalify under the guidelines of this instruction. Instructors currently involved in their command's qualification process will continue qualifications under existing guidelines. Qualification procedures initiated after the implementation date of this instruction shall be in accordance with the guidelines contained herein.
