The AIM describes the necessary aspects of fielding HSMS at an activity to ensure successful completion of the implementation effort. The plan describes the history of the system, including implementing directives; it explains the purpose of HSMS and how it fits into the regulatory reporting scheme as well as the overall CHRIMP and HMC&M concepts; it describes how HSMS can be used as a HM/HW management tool at an activity; it describes in detail the implementation process and schedules, including support from NAVSUP and the implementation contractor; it outlines the various roles and responsibilities of those headquarters and field activities involved; and it details the specific preparations required of the receiving activity to successfully complete system implementation.
Purpose. E.O. 12856 mandates federal agency compliance with substantive portions of the EPCRA of 1986. Both DOD and Department of the Navy (DON) guidance require Navy activities to comply with EPCRA, which requires detailed and ongoing record keeping of HM inventories. In this regard, DOD has mandated HSMS be used by all MILDEPs and DOD components as the standard HM/HW management and tracking system. The AIM is the guiding document to assist Navy activities in implementing HSMS. Originally a Navy system, HSMS is designed to facilitate the EPCRA record keeping and reporting process and to facilitate CHRIMP under the umbrella of the Hazardous Material Control and Management (HMC&M) Program. This manual provides the background, system description, implementation approach, roles and responsibilities, activity implementation preparations, post-IOC functions, software/hardware maintenance and supply guidance necessary to implement HSMS at a Navy activity.
