This instruction applies to new start ship, system and equipment programs, including computer software and firmware, under the cognizance of NAVSEA, initiated after the effective date of this instruction . Evolving and/or in service programs under the cognizance of NAVSEA shall comply with the requirements of this instruction to the extent that it is cost effective and to the degree previously and currently required in the directives superseded by this instruction . Implementation shall be in accordance with the policy and responsibilities defined in Section 1.
