a. This notice is addressed to principal operations inspectors (POI) of operators of airplanes with 70 or fewer passenger seats, certain managers and trainers, and individual pilots. It encourages them to promote pilots' soft skills as the first line of defense - and sometimes the last - against accidents caused by lapses in human performance.

b. "Soft skills" is a term used to describe those skills that go beyond the technical knowledge and psychomotor skills necessary to fly an airplane. Soft skills include adherence to standard operating procedures, decisionmaking, judgment, crew resource management, and professionalism. These skills are not easily or quickly conveyed in training programs, but are developed through the continuing commitment of corporate mangers, trainers, and individual pilots.
