The Federal Communications Commission has become involved in the resolution of issues concerning public safety in regards to enhanced call completion for E91 i originations. As a result of the FCC 99-096 Second Report and Order, changes to the TIAEIA-553-A specification are required. In order to comply with this Second Report and Order, this Technical Service Bulletin has been created.

FCC 99-096 contains three different, approved methods to comply with the Second Report and Order. The changes contained in this TSB are intended to comply with only the first method provided for in FCC 99-096.
