PURPOSE. To establish requirements for the administration of "New Technology", "Patent Rights", and other property rights in inventions clauses in contracts awarded by the Goddard Space Flight Center (GSFC).
APPLICABILITY. This Instruction applies to all organizational elements of the Center, but is especially directed to the Financial Management, Institutional Procurement, and Program Procurement Divisions, Office of Patent Counsel, and the Technology Utilization Office.
