Purpose. To provide all ships and stations with the mailing addresses for Deputy Chief of Naval Operations (Manpower and Personnel) (DCNO (M&P)), Bureau of Naval Personnel (BUPERS) Washington Liaison Detachment, Bureau of Naval Personnel (BUPERS), Navy Personnel Command (NAVPERSCOM), and the correct ZIP +4 codes to be added to the existing ZIP codes 20370 and 38055.
