scope:

Purpose.

To issue Department of the Navy (DON) policies and procedures to fully execute its responsibilities in contracting and operational matters under the various statutes, regulations, executive orders, and policy directives regarding contractor industrial labor relations.

Applicability.

This instruction applies to all DON personnel involved directly or indirectly in contractor industrial labor relations matters including contract labor standards and contractor equal employment opportunity programs.
