This instruction applies to all DON commands and activities. This instruction does not apply to cooperation with foreign officials (which follows the guidance of applicable international agreements and the administrative and operational chain of command). Use of DON personnel in civil disturbances and related matters is addressed by reference (b). Assistance to the government of the District of Columbia is addressed by separate Department of Defense (DOD) guidance.

Purpose.

This instruction implements reference (a) and Department of the Navy (DON) policy, responsibilities, and procedures for the transfer of relevant information, and the provision of equipment, facilities and personnel to Federal, State, and local civilian law enforcement officials. This instruction has been administratively revised and should be reviewed in its entirety.
