This instruction applies to all non-level materials to be permanently installed in naval ships during construction, repair and overhaul, that are not controlled by other NAVSEA documents such as references (a), (b) and (c).

Purpose. To reissue Naval Sea Systems Command (NAVSEA) policy and responsibility for the development and implementation of controls for non-level material.
