This instruction is applicable to all Acquisition Category (ACAT) programs (ACATs I, II, III, and IV) within NAVAIR and the Naval Aviation Program Executive Offices (PEOs).

Purpose. To promulgate policy for selecting software prime contractors and subcontractors prior to awarding software intensive systems acquisition contracts within the Naval Air Systems Command (NAVAIR). A software intensive program is defined as any program where a significant portion or component of the functionality is implemented through software or where software presents the primary technical or programmatic challenge to the developer.
