The Mobile Equipment Identity (MEID) replaces the Electronic Serial Number (ESN) as the identifier for mobile equipment. As such, its incorporation into historical revisions of TIA/EA-136 is necessary for practical purposes.

This document provides a mechanism to augment existing revisions of TIA/EIA-136 with new signaling and procedural capabilities in a release independent manner. This mechanism departs from the historical practice, in that new capabilities are added without incrementing the Protocol Version (PV), see TIA/EIA-136-123. This is accomplished by mapping an Extended Revision Guideline (ERG) to the corresponding PV, and incorporating appropriate signaling and procedural aspects within the bounds of the ERG.
