Scope. Provisions of this instruction apply to all units of the Navy and Marine Corps. The EFMP is a mandatory enrollment program. It is an assignment coordination program for active duty personnel who have family members with special needs.
Purpose. To provide policy, establish procedures, and assign responsibilities for the Exceptional Family Member Program (EFMP) per references (a) through (f). This instruction is a complete revision and should be reviewed in its entirety.
