PROVISIONING AND OTHER PREPROCUREMENT SCREENING

APPLICABILITY AND SCOPE
A. The provisions of this Instruction apply to the Departments of the Army, Navy and Air Force, and the Defense Agencies (hereinafter referred to collectively as "DoD Components").
B. The following items are excluded from the screening requirements of this Instruction:
1. Items assigned manufacturers' part numbers, government specifications, and type numbers which are not item identifying (i.e.numbers that do not identify specify specific items of production of items of supply).
2. Items assigned part numbers by manufacturers who have not been assigned Federal Supply Codes in DoD Cataloging Hand-books H4-1 and H4-3.
C. The provisions of this Instruction are not applicable to those Foreign Military Sales cases in which the U.S. Government acts solely as a purchasing agent for follow-on support through the U.S. logictics system. Preprocurement screening for Federal Stock Numbers/National Stock Numbers (FSNs/NSNs) and available assets is not required when it is known that U.S. Forces have not and will not purchase like equipment. Preprocurement screening may be accomplished, however, when the equipment being procured is known to have support items common to equipment used by U.S.Forces.
REISSUANCE AND PURPOSE
A. Reissues and cancels reference (a); supplements applicable provisions of reference (b); and establishes provisioning and other preprocurement screening policies and procedures which will(1)limit the entry of new items into the Department of Defense (DoD) supply system to those necessary to support logistics requirements, and (2) utilize available stocks of items already in the supply system t o meet provisioning and other logistics requirements so as to avoid unnecessary procurement.
B. Provides for a mandatory requirement to screen reference numbers for all support item s recommended or being considered for procurement by provisioning activities or Inventory Control Points (ICPs).
C. Places a requirement on the contractor or government activity to furnish all known reference numbers for each item to be screened prior to procurement or cataloging action.
D. Authorizes the publication of the "Department of Defense Provisioning Screening Manual," (DoD 4100.38-M).
