This document covers new, commercially produced, four wheeled, two and four wheel driven (4×2 & 4×4) light truck vehicles, having 225 to 3600 kg (500 to 8,000) pound cargo/passenger payload capacity. A selection of coded optional additional systems and equipment is included for agencies divergent geographic and operational related needs. These vehicles are warranted by the supplier, upon delivery, as specified under 3.8.
The purpose of this document is to simplify competitive procurement of vehicles, and achieve a practical degree of standardization within the Federal Government's automotive fleet. This standard establishes a classification for the various types and sizes of trucks and general requirements. Purchasers should also review the information under section 6 "NOTES."
This Federal Standard does not include all the varieties of the commodity indicated by the title but is intended to cover only those vehicles generally acquired by the Government. Additional requirements and deviations for special purpose vehicles may be submitted in accordance with 6.3 and 6.6. Approved modifications will be included in the invitations for bid, contract, or amendments. Vehicle procurement must comply to the Federal Property Management Regulations (FPMR) and the Federal Acquisition Regulations (FAR).
The vehicles covered by this standard are listed by tables. Standard options are listed at the end of each table. An option index is provided after the last table on pages 58 - 59.

The vehicle(s) are divided into "Types" and "Classes". The vehicle types are determined by the chassis/body configuration (see figure illustrations on tables). The "Class" of vehicle(s) shall be determined by the minimum occupant/body payload capacity of each vehicle (see 3.2.2 payload) as follows

The vehicle's characteristics, components, equipment and options shall be based upon the manufacturer's make and model offered, and shall be verifiable in the Motor Vehicle's and Body/Equipment Manufacturer's publications, and such data as required by the U.S. Environmental Protection Agency (EPA), and Department of Energy (DOE), etc.
Vehicle(s) under 3856 KG (8,500 LB) GVWR which "DO NOT" attain the miles per gallon, "MPG" fuel characteristics specified under the "MPG Guide" shall not be offered or furnished, except when identified or designed for law enforcement, emergency rescue, export or combat related missions (see 3.2.7).
The following guide, page 4, will assist agencies in determining the miles per gallon (MPG) ratings of standard item vehicles. The guide specifies the minimum MPG requirement applicable to the vehicles the supplier shall furnish with various engines and transmissions. This rating is based on the unadjusted, combined (city/highway) MPG determined by the U.S. Environmental Protection Agency (EPA). The mileage the agencies actually get will differ depending on how the particular vehicle is equipped and driven (see "NOTES" under MPG Guide).
Federal Agencies, to the extent economically feasible, use the metric system of measurement in procurements and other business related activities. Specifications and standards will be developed in metric when metric is the accepted industry system. In this document, metric is used with the exception of items covered by Federal Regulations (miles per gallon ratings) and items built to inch measurements for interchangeability such as wheel diameters. To facilitate use of this document metric and English measurements are provided.
